Add ability to bill for small expenses with Time Billing invoices

It would be great to have an "Expenses" tab within Time Billing where you can enter billing for small items like parking and other small incidental fees without having to create a whole line item on an invoice. It would help us to keep track of these items as we could enter them as they occur.
