Allow for Fixed Tax Amount

In Colorado we must charge a $0.28 tax on all deliveries by motor vehicle to a location in Colorado that includes at least one item of taxable tangible personal property. It's called the Retail Delivery Fee. I'd prefer to list this under taxes rather than a line item as a product on the invoice.

This would also require being able to add multiple tax options to an invoice.
