Float the Layer/Technique Menu or....

Maybe I have missed this, but is there a way to disable the link pop-up when we click a design item or to float it or the Layer/Technique menu. For instance, right now I want to lock an item and the pop-up is blocking the menu, thereby blocking me. Maybe this has been addressed and I don’t know it. Thanks!
