Include attachments on pre-saved emails

Right now, you can attach a document to an invoice or quote but you cannot attach a document when sending a message to a client. This would be helpful to have attachments that are standard and sent with certain pre-saved email messages. For example, we attach a welcome document with our home consultation invoice. I would like the ability to have this attachment automatically saved with a pre-saved message.
