Shipping Costs Transferred to Documents (and Consistently)

Shipping Costs can be entered by Product, but then have to be manually entered for Quote (redundant) and then DISAPPEAR when you convert a Quote to a Purchase Order.

Shipping Costs are a large part of orders and should be able to be entered and changed in one location and then that information should flow to all corresponding documents/forms.
