View packages without payment setup

Would it be possible to view packages without my payment method setup? For example either the buy now buttons do not work, or just simply are not displayed until you have the payment method setup. The reason being I don't have stripe setup for payment and want to be able to show my clients my packages and invoice them seperately. However paypal and other payment integration would be another nice to have feature!
